The real estate industry has a great impact on China's macro-economy. In recent years, enterprises engaged in real estate development have changed their focus of investment under the guidance of China's current demand-led economic development mode which used to be an investment-led one. As the Chinese government regulates the real estate industry stricter and stricter, it becomes more difficult for the real-estate enterprises to gain excess profit. Moreover, these enterprises face more uncertainties in the investment on this industry. Due to the remarkable achievements the industrial estate has made in the thirty years of China's sustained rapid economic development and the advantages of this industry itself, investing in industrial estate becomes the choice of many real estate enterprises. However, only a few real estate enterprises can be called the industrial estate enterprises. Most of the enterprises which used to invest on the housing real estate or are the leading enterprises in some other industry make investment on industrial estate for their diversified development. They are not work on the industrial estate from the early beginning and this is their most obvious feature. The operating mode in each industry is not the same, so the industrial estate enterprises could not apply the previous operating modes to the industrial estate development, otherwise it will lead to failure. They should work on new mode to construct an operating mode which is in line with industrial estate enterprises in China. And these are what the topic and purpose of the present study are.In the study, based on the analysis on the basic features of industrial estate, the author makes an overall summary on the industrial estate and the development of industrial estate enterprises in China. Besides, the existed problems in the operating mode of the industrial estate enterprises are being pointed out. And a comparative study on the operating modes of the famous industrial estate enterprises from abroad such as GLP, AMB and home is carried out, pointing out the developing direction for the operating mode of industrial estate enterprises in China. Theories of Operations Management, Value Chain, Stakeholder theory and Strategic Alliance are applied to analyze the key factors influencing the operating modes. An manageable operating mode of industrial estate enterprises in China is put forward from the aspects of investment and financing mode, management mode and service mode, that is, a mode of"Alliance + Professional Management + Sustainable Development". And some related suggestions are given. Finally, the author examines the China Railway Eryuan Engineering Group Co. ltd's operating mode on the Integrated Transport Hi-Tech Park Industrial Project and makes some evaluation on its advantages and disadvantages.
