The Studying Of Knowledge Management In Custom Clearance Collaboration

The customs clearance includes several links and departments, which requires many customs officials to work collaboratively. It could be more efficient when integrating customs clearance with the coordination theory, which will help to connect every clearance links more tightly, make the work more harmony between every customs official people, and improve the efficiency of clearance. It refers to a lot of knowledge resources in the processes of customs clearance, on that account, it can not only improve the professional level of customs official people, but also reduce the phenomenon of rework in the process of clearance when applying the customs' professional knowledge effectively, which will also help to improve the clearance efficiency. The purpose of this study is combining the knowledge management theory and coordination theory together to adapt the policy of "Big Customs Clearance", and make the H2010 Customs Administration System plays a full role in the process of customs clearance.Firstly, the paper proposed some synergy problems by analyzing the process of customs clearance, such as organization coordination, process coordination and management coordination. To solve these problems, this paper gave some suggestions, such as enhance communication, innovate the human resource management, improve the way of goods supervision and enhance the level of coronation of every customs clearance links. Then the paper built the customs collaborative work platform which includes several subsystems, such as knowledge management system, H2010 system, groupware system and automatic examination system on the basis of the suggestions presented before. Secondly, the paper studied the knowledge management system, which is the most important subsystem of collaborative work platform. On the basis of composing of collaborative work platform, the paper conducted the research of identifying the customs'knowledge, proposing the strategy of knowledge storage, the method of customs knowledge representation and the knowledge inference, studing the knowledge management using in customs collaborative work, and proposed the methods and technologies related of customs knowledge management. Finally, the paper, and gave some suggestions in knowledge management building.The paper proposed the whole framework for customs synergetic work and knowledge management. In order to boost the customs synergetic work, it also proposed the approach of using knowledge management system on customs clearance colobaration. Building management system need the sustation and cooperation of every department and every people. So the paper gave some suggestions about KM circumstance and KM techniques.
