Research On The Problems And Countermeasures In The Management Of Customs Clearance In My Country

With the development of our country's economy and society,the requirements for the customs supervision and service level are becoming higher and higher.In recent years,customs business has been constantly optimized and upgraded,especially in the reform of customs clearance mode.How to optimize the customs mode,not only compress the customs clearance cost and time of import and export enterprises,but also improve the supervision efficiency for the country is the urgent task of the customs reform.This paper takes Qingdao customs clearance reform as an example.It talks about the present situation of the mode of customs clearance of China,and Qingdao customs clearance mode reform achievements.This paper points out three problems including the business site discretion needs further regulation,function positioning is not accurate,the port function is not prominent,and the risk control mechanism is not perfect and puts forward the solutions.Based on the parallel law enforcement mechanism,this paper puts forward the parallel port department law enforcement,on the one hand,to strengthen the linkage with other departments to achieve the parallel port law enforcement,on the other hand,relying on advanced science and technology,promoting the construction of electronic port and the integration of customs,border and maritime inspection and Quarantine Department of information resources and the construction of large clearance platform.We put forward that we should change the process of customs clearance into parallel connection,rely on data analysis,identify the key points of aging,and rely on link monitoring,compression invalid clearance time,rely on service optimization,and create an efficient customs environment.First,to integrate business operation module,avoid "large and complete" supervision mode,highlight key points and features,form complementary advantages and complementary business models.Second,to set up comprehensive business posts,unify business processing,set up comprehensive service consultation windows,and integrate service consultation windows,categorize them according to their business categories,and distribute them to specific business windows,so as to provide a smooth and integrated channel for enterprises.Third,to strengthen the guarantee of information technology and to realize the intensive business.The strict regulation of discretion,correctly grasp the "strict" and "services" of the balance point,combing the clearance site discretion list,detailed customs clearance operations manual,front-line officers improve business ability,respect for the "precedent",improve law enforcement unity.Regularly carry out the verification work,strengthen the internal monitoring of the system,and strengthen the reporting and reporting mechanism.
