This article attempts from Ming and qing river regulation engineering project management of human resources management aspects, Depth of mining existing ancient clues by modern language expression and summarization, the hope that through these analyses, for the modern project management, especially the management of human resources puts forward some practical measures and methods. From controlling the engineering project management of Ming and qing dynasties, which helps us discover ancient excellent management essence, for project management, especially human resource management to provide some reference and, by contrast analysis, strong points, and to optimize the project management are proposed.The results of the study indicate that:Ming and qing river regulation engineering have the following distinctive features:●They have obvious characteristics and Division system about project management.●The selection of organization is entirely perfect.●The personnel recruiting system and division system are consummation.●The organization of river engineering project is very complete.●The system of awards and penalizations can insure that the engineering binding completed.●The human resource to maintain the follow-up of project about the defending measures is also very perfect.
