China's commercial banks still rely heavily on net interest income caused by deposit and loan spreads while non-interest income become as an important source of operating income in international mainstream commercial banks. Due to historical and institutional reasons, their sense of developing non-interest business is not strong. In recent years, however, China's commercial banks began to realize the importance to adjust the income structure in condition of tightening net interest income. Financial disintermediation phenomena, intensifying competition in savings and loan market, interest rate reform and the banking sector overall opening-up, such changes are not conducive to the development of traditional deposit and lending business. So banks have taken various measures to develop non-interest business, expand non-interest income sources. This awareness is based on the premise that non-interest income can increase the profits or at least reduce the risk of commercial banks, but the premise need to be verified.Firstly, this paper briefly describes theories of non-interest income and the revenue and risk of commercial bank. The, it summarizes the history of non-interest business development in China's commercial banks as well as the status quo of the non-interest business and development trends. In the empirical analysis part, it selects the financial data of 14 commercial banks during the period of 1998 to 2009 as the research sample. The result indicates that:(1) the increasing non-interest income ratio can increase revenue of commercial banks, but in state-owned commercial banks the positive correlation is not significant (2) Non-interest income of commercial banks can diversify risks. Finally, some suggestions are given to china's commercial banks on how to improve non-interest income.
