Korean forest volume increased greatly from 10.5 m3/ha in 1952 to 103.4 m3/ha in 2008, about 10 times increase. During the period of 1959-1967, the planted forest was about 874239ha however 47% was considered unviable thus the state undertook a 100 million hectare 10 year tree planting program in 1973. The objective was achieved within 6 years planting about 108 million hectares, an access of 8 million of the original target.There are many reasons for the success of this policy but this article will outlines the main factors. First, the development of alternative fuels replacing wood. Second:to prevent illegal logging. Third: solve the problem of deforestation through farmland reclamation by the state. Fourth:the new social movements. Fifth:There was intensive assistance and support from national President.South Korean President Park Chung-hee in the 1970s was highly concerned about the effects of deforestation on food security. He transferred ministry of Forestry which was formerly under Ministry of Agriculture and Forestry to Ministry (MAF) of Interior Control which was formerly a very effective and powerful portfolio with regard to policy and implementation. The change was strongly supported and effected by both National and local governments. The president participated in annual tree planting activities by doing field visits to planted areas whilst encouraging local government leaders and civil servants.Korean Forest is underdeveloped due to historical reasons. Its modern afforestation period began recently in 1960 with a massive afforestation project. Forest Cooperative Federation was contracted to initiate and manage the project. Despite strong competition from other afforestation companies, Forest Cooperative Federation remains advantageous due to accumulated rich experience and a variety of mechanized production operations.The development of China's collective forest management is fast, the recently adopted policy of forest tenure reform indicates that forest management is extremely intensive. Original timber production in China mainly depends on the state-owned forests. Recently production of the Southern Collective Forest timber production has exceeded the amount of state forest timber production which was originally China's major timber production base.Most of the collective tree farmers however are not professional foresters and that their productions are relatively small. They are mainly focused in making immediate profits and that long term forest development planning is often overlooked due to involved costs. This has caused unreasonable forest structure management, posing environment degradation and other related issues. The national government should therefore adopt Korean experience to assist in areas such as proper forest infrastructure and (or) subsidized cost of production for forest farmers.This research paper will introduce the government forestry policy of South Korea and China; and how it influences the development of forestry resources in both countries. This paper will also discuss about the present prospects and problem along with China's reform community forestry and some specific forest management recommendation.
