The Study On The Development Of The Integrated Peasant Cooperative Organization Of China

The existence of basic features of agriculture—the biological character of the agricultural production, the decentralization of regions and the nonuniformations of scale radically determine the natural inferior position of the agriculture in the relationships with other industries. In one word, the cooperation of peasants have the inevitability internally. Reviewing peasants'cooperative movements of China, the large-scale cooperative movements occurred on the time of the foundation of the New China confused the collectivism with the cooperation and losed the basic connotation of the cooperative institutions and movements. And then, the policy of fixing of farm output quotas for each household broke through the astrictions of collectivism, endued peasants with main status in the market newly and enormously advanced the producing positivity of peasants. Since the eighties of the twentieth century, the household contract responsibility system began to be practiced in our vast countryside, but the two-tier management system that was conceived regarding the household contract responsibility system as basis and combining integration and separation did not been implemented from then on. After the nineties, intrinsic potentials of policy had been released fully day by day and the issues of agriculture, farmer and rural area began to arise step by step. To sum up, the urgent and crucial assignment now is to explore a new-style cooperative path in the new period of market economy of socialism.This paper begins with the practical condition of our country, that we have a large population while farmland limited and at the same time, the extroversive shift of agricultural population and the urbanization can not achieve in a short time. Firstly, this paper sorts out the successful experiences of Japan Agricultural Cooperative, the existent problems of farmer cooperative organizations and the necessity that we develop the integrated cooperative organizations. Secondly, this paper introduces and analyses the elementary informations, member institution, inner organization structure, the main functions, distinguishing features, the problems in the developmental process and the important significances of Ruian rural cooperative association, which is the first integrated cooperative organization on a county-level city scale, on every side and multivariantly. And then, this paper still explores and analyses some important questions that we may encounter and have to deal with when we are on the way to develop the integrated cooperative organizations on a prospective angle of view.
