Coal resources are depleted resources. Its comprehensive benefits should be improved as far as possible in the era of the promoting sustainable development, circular economy and the low carbon economy. In this article, the author analyses and conclude the main factors which influence our country's coal resources exploitation through studying the characteristics of our country mining coal resources and the generalization of mining, then build the coal mining and comprehensive benefit model which has applications, and provide reference to scientific mining of coal enterprises in the future. It has important practical significance to the coal resources exploitation, the comprehensive efficiency, the choice of rational inputs combination, and the realization of the coal resources exploitation comprehensive benefit maximization.The author uses western economics, management science, statistics, econometrics and related theory and analysis methods, contents were applied to focus on coal mining and comprehensive benefit evaluation model, the establishment of the collection of data, model parameter estimates. Inputs to the size of the recovery rate influence degree etc are discussed and studied. The main research results are:1. Based on the management science, economics and statistics related theory and relevant knowledge, the coal mining comprehensive benefit evaluation model is established. This model includes the economy system, environment subsystem, social subsystem and resources subsystem. The choice of the costs and benefits of the elements is not only combined with the sustainable development, the depleted theory and the circulation economic theory, but also takes into consideration the actual situation of coal resources exploitation. It can reflect the comprehensive benefits of coal resources exploitation more precisely.2. Using statistical methods combining DPSv7.5.5 software, combining relevant data of a village ore in Jiaozuo, the actual nephrites comprehensive benefits per year is calculated. And the affecting coal resources exploitation stopping rate of elements on the influence degree of stoping rate is calculated too. It is concluded that the relevant factors determine the optimal combination. The results shows that, (1)The coal mine of Weicun in Jiaozuo is a state-owned coal mine. although the coal extraction rate and recovery rate is high, there is still room to improve. (2)The influence degree of the input in technology, training investment, investment in equipment and labor input elements such as of stoping rate is obtained. The optimal combination of the 2010 related investment is acquired.3. It provides feasible suggestions according to statistical analysis results, combining foreign major coal-producing state of policy and law, and based on China's actual conditions.The innovation of this paper lies in: (1) comprehensive benefit evaluation model is improved for coal resources exploitation. Various factors which influence comprehensive benefits of coal resources exploitation are taken account of; (2) In the model parameters selection, a secondary polynomial regression analysis method is used to abandon part accuracy for price to seek effect. It is a bit poor but more actual recursive process.
