Climate change has had a profound impact on the world.Climate warming and the frequency of extreme weather conditions has caused worldwide concern. Although China is a developing country with very little carbon dioxide emissions per capita, but the total has leapt to the world. So the international community appeal to China's initiative mitigation and China has also made a clear mitigation target in 2020. That China is in a critical period of national economic development,it becomes particularly important to handle the relationship between the carbon mitigation and the economic development.The paper introduces the mechanism of the greenhouse effect on the natural environment and human society. It describes the international community to climate change, global warming and carbon dioxide emissions concerns. It analyzes the current international consensus and disputes on carbon emissions, and China attitude and efforts towards the problem of carbon emissions.The paper compares the data set of the existing international institutions (CDIAC, EIA, IEA, WRI) which provide carbon emissions data, and proposes the best data set. It analyzes the carbon emissions in china since 1950, and makes a comparison with other national levels. It makes a cluster analysis of carbon emissions per capita of all provinces, which shows that the level of carbon emissions per capita and the level of economic development have a great relationship.The paper analyzes the influence factor of carbon emission, and proposes that the influence factors of the growth rate of carbon dioxide per capita include economic effect, energy effect, structural effect and opening effect. It establishes a co-integration equation and a vector error correction model, which analyze the long-term equilibrium relationship and the short-term changes.The paper analyzes the energy target of China through scenario analysis, and explains the intensity of carbon emissions and the actual meaning of mitigation target. At last, it proposes some policy recommendations to reduce carbon emissions.
