With an analysis of policy paradigms in different stages, this paper focus on the policy changes of house demolition and relocation in Guangzhou. According to John Kindon's agenda setting model, the Policy Streams Approach, including the stream of problems, the stream of policies and the stream of politics is combined to analyze the external influence factors to policy changes of housing demolition and relocation in Guangzhou. Though a comparative study, this paper makes a research on the causes of conflicts and problems during the demolition and relocation, and try to present a constructive policy paradigm in improving the current public policy on house demolition and relocation. In a short, this paper elaborate the differences and relationship between the stages of housing demolition and relocation policy in Guangzhou, as well as the initiation and relevant influence factors, and also expounds the reasons why the housing policy in Guangzhou changes with the features such as problem-initialized, cumulative evolution.
