Most people have heard about Low Carbon. However, few know what it means. Low Carbon Culture in this paper, which is a new cultural pattern and based on Low Carbon Economy, will tell you what it is. Because of the new concept, few documents can be found and theory is lacked. According to the theory three domains comprising Social actives of Max, business activities are separated into production, transportation and consummation. And the research begins with the corporate culture which comprised of materials layer, behavior layer, institutional layer and beliefs layer. On the basis of Low Carbon Economy, Low Carbon Culture is raised and the model of Low Carbon Culture is founded. Combined with the development of automobile enterprise, the discussion of the model and construction of automobile enterprise low carbon culture is put forward. According to the result of questionnaire survey, the construction of automobile enterprise low carbon culture is not so good and needs more effort. Then the writer presents some suggestion of the construction processes and strategies. A case of Volkswagen is studied, including the company's purchasing, producing, promoting, and recycling. Low-Carbon Culture should be continued for practice and improved in the practice.
