Research On Hubei Agricultural Informatization Construction

Issues of agriculture, farmer and rural area have long been a major concern of the Party and a curtail part in the governance of the country. Nowadays every country and area is enhancing its agriculture toward an information-based and modern way of development. Hubei province is famous for its traditional strength in agriculture. Therefore, researches on agricultural informatization construction and development, for Hubei, central China as well as the whole nation, can exert a great influence on agricultural development. This thesis first discusses agriculture information-related concepts and theories, among which focus are cast on information, agricultural information, informatization, agricultural information. This serves as the basis of the research of this thesis. Then the thesis analyzes the five possible impact of agricultural informatization on modern agriculture. In the analysis of agricultural informatization construction in Hubei, the thesis adopts the research method of laterally comparison. In this way the author illustrate the basic condition of national agricultural informatization construction, in order to evaluate the achievement and deficiency of agricultural informatization construction in Hubei province. The study found that the Hubei yields remarkable results in agricultural informatization technology construction. First, great progress has been made in the building of website system and office automation of all levels of agriculture-related units of government office automation. Second, a sound and comprehensive agricultural informatization organization network system and platform has been established. And third, a variety of innovative measurements concerning about the agricultural informatization which conform to the trends have been introduced.But there are still some deficiencies which mainly manifest in three aspects. First is the shortage of funds devoted into agricultural informatization infrastructure. Second is the lacking of development and utilization of agricultural informatization resources. And the third is that team building of agricultural informatization needs to be further strengthened. Fourthly, the building of external environment of the agricultural informatization is lagging behind. The author also analyzes the fundamental circumstance of construction of agricultural informatization in the developed countries and areas. Their experiences can serve as a help for Chinese government in measure making and construction. The author points out several main trends of agricultural informatization in Hubei province—the co-existence of the leading role of the government and diversification of the body of informatization service, combination of the deep exploration and need complexity of agricultural informatization, diversification of agricultural informatization transition channel, cooperation and win-win strategy in agricultural informatization work and interest allocation. Last but not least, the thesis, based on the aforementioned analysis, puts forward some strategies for the agricultural informatization construction and development in Hubei province—determining exploration and utilization of agricultural informatization resources with scientific bases, improving the standard of science and technology concerning about agricultural informatization, vigorously enhancing the informatization standard of agricultural technique education, therefore promoting the agricultural modernization, intensively exploration of the rural market through improving market liquidity efficiency by the agricultural informatization.
