Rural Credit Cooperatives play an important role in rural economic development. When they are deepenings operation reform, their property rights system reveal a great number of drawbacks for their property rights reform lagging behind. Therefore,it is necessary to accelarate its reform stepping to a the modern rural financial organizations with a clear property rights, democratic management, Responsibility to implement risk and adapt to rural economic development as soon as possible.This paper introduces the theory of property rights system of Rural Credit Cooperatives firstly,then elaborate the knowledge of property rights and property rights system in the term of Institutional Economics, the definition and characteristics of modern property rights system.It summarize discussions and concept of the reviews in theoretical circles on difference and identical for 3 property systems such as credit cooperative system, joint-stock system and joint stock cooperative system to reveal possible problems of the property right reform of rural credit cooperatives form positive and negative aspects.Then, introduce detailedly the development process and status of Taizhou Haiyang Rural Cooperative Bank property rights reform to evaluate the effect of property rights reform from its operation.Third, introduce property right reform of rural credit cooperatives in Germany, France, the United States, Japan and developing countries such as in India, noting the problems of rural credit cooperatives in China and give same recommendations.Finally,the paper analysis the problem that Taizhou Haiyang Rural Credit Cooperatives are facing and at the same time it also give a propose for solution.The paper set up the goal for further reform and propose that the reform must adhere to the principles of pluralism by comparing the characteristics of the shares-stock system and joint-stock Cooperative system.The paper confirm the advantage of joint-stock Cooperative system. Then, the paper analysis external environment for the reforms and provides optimization. On this basis, further give six proposals to improve the internal environment for property system reform.
