A Fiscal Policy Reaserch On Ensuring Employment In The Transformation Development Of Resource Dependence Area

Long-term since, resource dependence area has made great contribution for economic development in China. But, resource-dependence must inevitably face resource curse, make these areas faced a series of serious problems in economic development and at the same time. For example: threats of resource exhaustion, deterioration of ecological environment, industrial structure is too onefold, numerous unemployed personnel and which produces a variety of social issues, etc. These all become the stubling block for the further development of resource dependence area. Therefore, it is only through the transformation development for resource dependence area to explore a avenues. In recent years, along with the advancement of transformation and all circles to people's livelihood issues of importance to improve continuously. Employment as vital to people's livelihood, become one of the important problem need to be solved in the transformation process. Aiming at the employment problem encountered in the process of the transformation, this paper standing in the government's Angle, use the relevant fiscal policy, to realize the purpose of safeguard employment.The paper divides into three parts, the first part is chapter 1, which mainly introduces the problem put forward and topic significance, and relevant literature review and research methods, purpose and content. The second part includes chapter 2,chapter 3 and chapter 4,and it is the core part of this paper. In Shanxi Province as an example, analyzes the employment problem of the resource dependent area encountered in the process of transformation. Enumerate large amounts of data, analyzed from different aspects the employment problem of shanxi as a typical resource dependence area encountered in the process of economic transformation. Meanwhile, deeply analyzes the causes of the employment problem. The reference of safeguard employment fiscal policy measures of foreign developed countries in the process of transformation. Draining approach apply to ours, in the third part of the paper, puts forward the safeguard employment fiscal policy suggestions for the transformation of the resource dependence area.
