China's Basic Old-Age Insurance For Urban Workers, The Issue Of The National Co-Ordination

The pension insurance is not only the most important project of the insurance system, but also the important project of the entire social security system. In recent years, China's pension system has made considerable progress, it plays an important role in ensuring the basic livelihood of the elderly, maintaining social stability, promoting economic development, ensuring social equity and promoting the national well-being. Therefore, researching the co-ordination of the basic pension insurance has very important theoretical and practical significance. The current status of our pension is relatively low, so the provinces, prefectures and cities in the implementation of the basic pension insurance system vary the time, resulting indifferent contributions in different regions. With the development of China's socialist modernization and urbanization progresses, the flow of talent has become increasingly frequently, which not only violated the principle of fairness of the market economy, but also limits the free movement of labor in the country. It is not conducive to the optimal allocation of labor resources, and it affected the establishment of a unified national labor market:Meanwhile, China has gradually enters the phase of aging and aging fast, it is difficult for the small'scale co-ordination to play old-age insurance, to help each other and to spread the risk function. Therefore, this paper proposes to establish co-ordination from the provincial to the national old-age insurance system.In the second chapter, the paper has a review of the researches about the pension insurance co-ordination. Through this review, the paper put forward its points.In the third chapter, the paper summarized the development and the reform of the pension system. Especially from the mid 20th century,1 980s, with the continuous progress of the reform, there are a series of the reforms in China's pension system. Though it achieved a lot, there are many drawbacks and can not fully meet our country national conditions.In chapter IV, the paper states the necessity of setting up co-ordination from province to the whole nation. The higher the overall level of pension, the greater ability to resist risks, in that case, social equity could be implemented. The establishment of national co-ordination system can build a unified national labor market and promote the rational flow of talents, also it can address the pensions pressure of the aging, accomplish mutual aid and functions regulated.In chapter V, by compared with the status of U.S. pension system, we can learn from their successful experience and raise our overall level of pension insurance system.In chapter VI proposed increase endowment insurance level at present, and realize the national overall restraints.In chapter VII the paper discusses the path of the establishment of the National Pension Insurance System. It must depend on the legislation to establish it, and it must speed up the establishment of rules and systems, break the strong resistance of local interests and do basic endowment insurance fund management, in the meanwhile'setting up the country' S pension system needs technical support, we must improve old-age insurance data network, accomplish the network in the whole country.After the demonstration, the paper concludes that, in order to facilitate the free movement of labor across the country, and for the more harmonious labor relationships and socialist society, we must reform the current provincial pension system, we must increase legislation and promote actively to establish the national co-ordination system.
