Study On The National Co-ordination Of Basic Pension From The Perspective Of Fair

General Secretary Xi Jinping in the nineteenth report put forward the main contradiction of the new era of society is the people's growing demand for good life and imbalance in the development of the contradiction between inadequate.China's old-age insurance system construction there are many unbalanced,inadequate issues.Therefore,the report of the Nineteenth Party clearly put forward to improve the basic old-age insurance for urban workers and urban and rural residents basic pension insurance system,as soon as possible to achieve the national pension insurance.In 1997,the Chinese government issued a document,named Decisions on the Establishment of A Unified Enterprise Employees' Basic Pension Insurance,to reform the basic pension insurance's financial mechanism to a new kind of partial funding system.This new pension system is a combination mode of both PAYG and Funding Scheme.However,China's basic pension insurance has been managed by the local governments.SO there are many differences among all the provinces.This paper analyzes the unfairness of the current basic pension and the reasons behind the present situation,and further on this basis,from the aspects of social equity theory,Pigou's welfare economics thought,Beihuli large law and public goods theory This paper argues that the starting point of injustice,including the establishment of the system at the beginning did not consider the issue of historical burdens and regional coverage there is a big difference;The process of injustice between the regional support rate,payment rate and payment base there is a large gap between the floating population of the basic pension rights and interests damaged;The results are unfair,including regional pension income and balance there is a big difference.The study concluded that the national co-ordination can reduce the "portability"by increasing the enthusiasm of the insured,reduce the old-age insurance costs to improve the enthusiasm of enterprises and enhance the payment of government departments to enhance the system to achieve the end of the pension system to achieve the starting point of fairness;The overall system will bring a fair market competition environment and the free flow of labor to promote the process of fairness;national co-ordination to strengthen the central government's old-age security responsibilities,reduce the local government's financial burden,narrowing the gap between the basic pension income distribution,to achieve the final fair.The study argues that the realization of basic pension national co-ordination is a complex project that needs to be completed from three aspects:improving the social insurance law,eliminating the obstacles and strengthening the overall system of the overall pension.The characteristics and innovations of this paper lies in the systematic study of the unfairness of the basic pension at the provincial level,and expounded the fairness effect after the national co-ordination from the three aspects of the starting point,the process and the results.It has a wide view not limited to The basic old-age insurance system itself.The study of data is both horizontal and vertical,so the analysis of the system.Secondly,the basic pension measures proposed in this paper,combined with the development of basic pension co-ordination in China,and considering the limitation and possibility of internal and external system reform,and put forward the three aspects of perfecting social insurance law,eliminating national co-ordination and running supervision Coordinate with each other to ensure that the ultimate goal.In this paper,there are shortcomings,the scope of the study is relatively narrow,empirical research to be deepened,language concise to be improved.
