The Study Of The Boundary Of Government Investment From Public Expendture Angle Of View

China is experiencing a transformation period. During this period, market economy has not yet accomplished, and reformation in government neither accomplished in China. The thesis discusses the boundary of government investment from public expenditure angle of view in nowadays circumstance.The thesis is composed by six sections. The first section is an introduction. In this part, the author explains some basic issues in the thesis, for example, the reasons why to choose this topic, and what kind of methods used during the study. In addition to, the author also summarizes the study of other scholars which both in China and other country. The second section is talk about related theories in government investment and public expenditure. The author summarizes the definitions of government investment and boundary of government investment which were defined by others. At the end of this section, there is a new definition of government investment and boundary of government investment used in this thesis. In the third section, the author makes a conclusion, which about the history of the investment institution in China. The change of the investment institution was presented. Through the summary of history, the author illustrates the characteristics and potential influence of the investment institution in China. The forth section mainly discusses some problems about boundary of government investment in China. The problems are divided to three parts. The first part is problems in competitive field, and the next is in fundamental field, and the last one is in public welfare field. Besides, there is analyses of reasons why emerged those problems. In the fifth section, the author introduces some successful experience in USA, Japan, UK, Germany and France. These experiences are worth to take example by Chinese government. In the last section, suggestions about how to accurately define the boundary of government investment were presented. These suggestions contain three levels:perception, repartition and institution.
