In the face of China's economic growth model adjustment and comprehensive transformation of the economic structure of the background,the phenomenon of population cross-regional migration has been of concern.According to the latest data of the National Bureau of Statistics,the total number of floating population in China is close to 300 million people,accounting for 1/5 of the total population.Labor-based cross-regional population movement,on the one hand to promote the population into the regional economic and industrial development,on the other hand led to population outflow of regional economic development lack of vitality.Therefore,the problem of population migration is a key issue related to the balanced development of China's economy.At the same time,from the perspective of population economics in-depth analysis of the impact of population migration factors for China's sustainable development of the economy to provide guidance,with great theoretical and practical significance.At present,the economic factors related to the movement of population migration are analyzed from the aspects of income gap,wage level,urban and rural differences and economic development level.But the rapid economic development now,the more residents attach importance to public goods and services,and public goods and services This paper analyzes the impact of local government public expenditure on cross-regional migration decision-making from the local government's public expenditure,which is based on the analysis of population expenditure.Based on this,the purpose of this paper is as follows:First,the status of public expenditure and the characteristics of population migration in local governments in China;the second is how the impact of public expenditure on population migration will be affected,and the extent and mode of its influence.On the basis of this,this paper first combs the relevant literatures on the impact of public expenditure,population migration and public expenditure on population migration at home and abroad,summarizes the research and issues of this problem.Secondly,it analyzes the different types of public expenditure and population migration in different regions This paper analyzes the residents' cross-regional migration principle from the perspective of utility and further proves the impact of public expenditure on population migration through data analysis.Finally,the empirical test,the use of China's public expenditure and population migration data from 2003 to 2015,respectively,to explore the impact of different types of public expenditure on population migration and the impact of public expenditure on population migration in different regions,and the impact of the results.Finally,according to statistical analysis,principle analysis and empirical test to sum up and put forward relevant policy recommendations.According to the analysis,this paper draws the following conclusions:First,with the increase of expenditure such as culture and education,employment and security,medical and health and public expenditure,the regional population migration is larger,and the population moved from the central and western regions to the eastern region.The provinces that move in are mostly provinces with higher economic levels and higher public service levels.Second,the government public expenditure has a significant impact on population migration.The impact of different types of public expenditure on the national population migration and the impact of public expenditure on population migration in different regions has a significant positive impact.Thirdly,in the influencing factors of population migration,the effect of wages is weakening,residents pay more and more attention to the welfare of living areas and their children,and the impact of economic growth on population migration is weak.Fourth,the migration has a certain inertia,the residents of the current migration activities will be affected by the transfer of activities.Based on this,this paper puts forward some policy suggestions such as vigorously developing the people's livelihood construction,clarifying the government function and paying attention to the combination of urban and rural areas.Because of the limitation of data,the subjective factors are difficult to quantify during the process of resident migration,this study is only a starting point and an attempt to study the relationship between public expenditure and population migration.It is gratifying that this paper still finds that public expenditure is Evidence of the impact of migration shows that with social and economic development,public expenditure on population migration will also form a mechanism for rational use of the mechanism is to promote economic development and improve people's livelihood a viable program.
