Research On Reform Of Property Rights For Water Supply Industry In Our China Urban

In the course of transformation of our economy from planned economy to the socialist market economic, the water supply industry must reform their property rights system, change their operational mechanism, establish the modern enterprise system, and finally accept the testing and selecting of the market in order to improve the economic and social benefits. However, the water supply industry have heavily been influenced by the planned economy, together with its features of natural monopolies and public utilities, so its reform of property rights is more complex. How to advance the reform of property rights system of water supply industry is worth us to conduct further study. In this thesis, the author puts forward some instructive and useful advices and strategies to the current situation and existed problems in the reform of property right system of water supply industry. The thesis consists of the following three aspects:First, the author analyzes the technical-economic characteristics of water supply industry, systematically does the researches on related theories of property rights system of urban water supply industry applying the theories of industrial economics, new institutional economics and the theory of institutional change on this basis. Through drawing on the experience of system mode selection in the process of reforming water industry market in America, Britain and France, the author demonstrates the importance and necessity to reform property rights system of water supply industry from perspectives of theory and practice, and put forward the specific measures that suit to the our country's conditions to facilitate the reform of property right system of urban water supply industry.Second, applying the method of case study, to analyze the impact of business operations of different choices of system of property rights; applying the methods of empirical research and regression analysis, to construct C-D production function and use SPSS software to conduct regression analysis on the impact on market performance of reform of water supply industry. Through comparing the performance of water supply industry that apply different property rights systems and testing the effect of different modes and implementation of policies, to find the problems existed in the current property rights systems.Third, based on the theoretical analysis and empirical testing of property right system reform of the water supply enterprise, to generalize the experience to property rights reform of other public utilities and hope this thesis can provide instructive advices to reform of other public utilities in the process of market-oriented reform.
