Study On The College Financial Risk Evaluation And Warning Of Hebei Province

With China's higher education career development by leaps and bounds, universities have established by government macro-control, university faces the society run independently of the new system, such financial management of colleges and universities is the no risk management from ever enter into a risk management ranks. Recent years, with the college financial crises multiply, increase of financial management of colleges and universities caused more and more people's awareness, how to establish a set of perfect college financial risk pre-warning system also become the urgent task.First, in this paper to risk, financial risk respectively and the concept of financial risk in universities, and on the basis of elaborating mainly introduced the college financial risk pre-warning theoretical knowledge, and points out that university financial risk has its particularity, therefore college financial management also has its particularity.Secondly, this paper collected in the college financial accounting data filtrated 16 financial indicators, and use this 16 index established Hebei provincial 32 universities financial risk index system. Use of this SPSS 11.5 software 32 universities in 2009 16 sample data, an empirical analysis of the factor got college financial status integrated rank. Then combining the fuzzy pattern recognition model of college financial status get standings, got a new average ranking. Use this as basis and into four interval, the green zone, blue lights area, yellow lights area and red light district, and the factor analysis got five male factor score matrix as raw data, use discriminant analysis method was established, and a provincial universities in Hebei province, the financial risk pre-warning model for university decision-making provides decision-making tool.Finally, this paper summarizes the principle of college finance risk prevention and method and college financial risk management problems proposed control countermeasures, such as widening the channels to raise funds, perfecting the financial management system, universities and enterprises separate, clarifying property right matterbusiness, establish the risk collection and prediction system, improve accounting practitioners vocational and professional quality, reasonable loans, etc.
