Consumer demand, investment demand and export demand are driving economic growth in a country and influence the varying degrees of economic growth. China's re-investment and exports, light consumption patterns has seriously hampered the further development of our economy, our economy therefore in the international financial crisis has been suffered a tremendous impact. Starting of domestic demand has to be an important measure that completely out of the shadow of the financial crisis. Government to stimulate domestic demand in China to promote economic recovery has taken a series of fiscal policies, no doubt that assess the effectiveness and target of these policies is extremely necessary. It not only helps make our economy to overcome the adverse effects of the financial crisis, but also change the transformation of economic growth in China during the Twelfth Five-Year Plan, even in the longer term future of sustainable economic development in China.Purpose of this article is to study China's consumer stimulus effect of fiscal policy during the current round of crisis. Paper reviews the impact of the crisis on China and China's government launched consumer demand fiscal policy, evaluate the effects of fiscal policy and explore the effectiveness of policies restricting constraints, and further to start constructive comments.The first chapter introduces the theories of consumption and financial macro-control. Chapter II introduced the impact of the current economic crisis on the Chinese economy and the government fiscal policy responses to the crisis. Chapter three comparing the consumer changes before and after the crisis, analyzing the consumer effects of fiscal policy started in the crisis and the reasons impeding effects. The final chapter further on the basis of the third chapter, puts forward to promote the sustained and healthy development of China's economic policy proposals.
