In this paper, the author will use A branch bank as a case to reveal the methods of credit card promotion by communicating with related staff. We can see that banks always allocate the duties of selling credit card to branches and even staff to enlarge the credit sale. In order to complete allocated duty, the bank staffs construct network sales promotion by utilizing the blood relationship, the organizational connections as well as the authority relations to enlarge the enclosure. Meanwhile, banks also make use of payment means such as gifts and bonus points for economic stimulus. However, it ignores to check and discriminate the detail information for clients, which make the credit card market out of order and credit card holders'anomie disorderly conduct.Studies suggest that most criminal acts on the credit card such as emerging malicious overdraft, providing false information to transact cards and cash with credit card fraud in transitional societies appears to be a personal non-rational choice, but actually are closely related with banks as a modern social trust systems pursuing self-interest maximization, unscrupulously occupying market. Therefore, the construction of the social trust system and common trust system must be based on the build of individual credit and government should also be put forward a series of regulations and policies to achieve the normative system-banks.
