In order to adapt to the development trend of civilization, enterprises should actively fulfill their social responsibilities under the guidance of the scientific development, which is a realistic necessity for the construction of a harmonious society and achieve enterprises'scientific development. At present, with the continuous increase of public concern to corporate social responsibility(CSR), relative researches have also been increasing. Enterprises'concept on social responsibility is turning from"whether they should undertake"to"how to undertake after all", their perspective is also shifting from"outside needs of enterprises"to their"own needs". Based on this, the paper chooses to make a relatively in-depth study on the power and way of promoting the fulfillment of the CSR.The paper is based on the stakeholder theory which is one of the CSR theories, and borrows other theories such as the whole revolution theory, the restrictive development theory and the economic assumption of"rational man", and so on. By analyzing the external pressure and internal power of the CSR, the paper attempts to point out the important role of social regulation and profit-driven mechanism in developing the CSR, and search for a valid path of promoting the CSR in our country.There are two driving forces in the CSR: external pressure and internal power. Social regulation is the external pressure, consisting of government and other social forces, and profit is the internal power that is the most fundamental driving force. The way of the CSR in China can be divided into three phases.There are many problems in internal and external dynamic mechanism ,and a good mechanism of promoting the CSR has not yet formed.The promotion of the CSR is not an issue of a single enterprise but a systematic project. If the social responsibility lies squarely at the entrepreneurs'doors, not assumed by the entire social system, this isolated corporate social responsibility is undoubtedly the castle in the air. In addition, the CSR may not be a single act of a single enterprise, so it is best to promote collective action. Collective action can often work better than a single act in improving the competitive environment, which is easier to expand its social effects and sphere of influence. We need not only to promote our enterprises'actions on social responsibilities, but also to form a"CSR"which is a synergy and co-operate participation of the whole associated social system. Only in this way can the all-win situation between enterprises and the society be achieved.Displaying the functions of social regulation and interest-motivation, combining enterprises'profits with social welfare, social responsibilities with enterprises'development strategy, and fulfilling their social responsibilities strategically, selectively and managedly can help the enterprises to win more social capital and achieve the win-win situation, which are the fundamental goals of enterprises'fulfillment of social responsibilities.
