Study On Influence Of Management And Maintenance System Of Rural Highway For Tax And Fee Reform Of Petroleum Products

The rural highway is the base of highway network and it is an importantinfrastructure which is related to the production and living of farmers, to theeconomic and social development of rural areas, and to the construction of affluentand harmonious society. With the development of rural highways, the managementand maintenance of rural highways become more and more important and play arestrictive role in the future development of rural highways. In 2005 the managementand maintenance system reform for rural highways started. In 2009, when thisreform had not yet been deepened, the oil tax reform was implemented. The latterreform has influence on the former reform. To achieve the sustainable developmentof rural highways, how to build up a long-term and stable management andmaintenance system becomes a new topic.In this paper, the concept and content of the management and maintenancesystem of rural highways was proposed first. Then, based on the public policy theoryrelated to infrastructure maintenance and the basic theory of management system,according to the maintenance practice of rural highways in Heze city in Shandongprovince, the influence on the rural highways development of oil tax reform wasanalyzed deeply. Finally, a new maintenance program and detailed measurementsabout management and maintenance system of rural highways were provided.
