Since the reform and open policy, the mode of transport have developed rapidly, in particular the road traffic.it has made a significant contribution to our economic development. This benefited from the innovative investment and financing mode of road. "Loans to build roads, pay loan" as an important part of the construction of road infrastructure investment and financing policy, which has solved the problem of insufficient funding for highway construction, while it has caused some trouble, such as too much site charges, there are total 3299 high-grade tolls, and you need to pay approximately every 30km. the other trouble is too high operating costs and numerous unrelated staff, as for now, there are about 30 million personnel working for the road. And Fund management is not standardized; intended use is not clear, so on. All these problems must be solved.On December 18,2008, the State Council officially issued "on the implementation of the refined oil price and tax reform," which pointed that the government would cancel the road maintenance fee, waterway maintenance costs, road transport management fees, road passenger and freight surcharges, water management fee and water passenger and freight surcharges. And it would cancel the approved government loan secondary road toll gradually and orderly. This action is good for reflecting the fairness principle "more oil pay higher taxes", also can promote our energy reduction, sustainable development road. Meantime, road maintenance, as an important element in the development of transport, served to protect the pavement clean, extend road service life and provide quality services for the people. Since oil tax reform, the two sources of funds for the secondary road maintenance has been from road maintenance fees to a central government funding, which to some extend had a negative impact on the flexibility and adequacy of funds.In this theory, by analyzing the problem in the secondary road maintenance before the oil tax reform and the trouble caused by the reform, and using new public service theory and theory of external effects, to propose reasonable suggestions for building government service system. Firstly, we should improve the quality of maintenance personnel, establish a correct concept of ideas and services, and take oil tax reform seriously. Secondly, we should improve road maintenance management system, speeding up the cause of highway maintenance market, and expand conservation funding, and actively respond to the adverse effects of oil tax reform on the funds. Thirdly, we still need to deepen institutional reform of road maintenance department, correct positioning of road maintenance department functions, and deal with the interest relationship between the sector and other sectors. Finally, we must establish performance evaluation and incentive systems; through evaluate the main part and way, to strengthen the results of the Government Service System.
