Theoretical Analysis And Countermeasures Research On Anti-Dumping Under The Background Of The Financial Crisis

Since the second half of 2007, global financial crisis which caused by U.S. subprime crisis has become more and more intensified. In this paper, detailed data is used to analyze anti-dumping issues under financial crisis. It also gives some opinions and recommendations based on theoretical analysis and case study method. The financial crisis through the national income, the price mechanism, a series of corporate and financing mechanisms impacts on national trade. Reduction in global demand and trade financing difficulties causes countries to raise trade barriers. Under such a background, anti-dumping rules, as permitted trade remedy measures by WTOis used as a special trade protection measures and increasingly evolves into strategic behavior. Through a series of studies, this paper makes main analyses as follows.By induction method, a comparison of anti-dumping dates before financial crisis with after shows the new characteristics of the anti-dumping to China under financial crisis. Through the analyzing on the anti-dumping cases to China under financial crisis, finds out why there are more and more investigations of anti-dumping to China. Then, a model of competitive intelligence-based anti-dumping warning has been built by using modeling method. The competitive intelligence-based anti-dumping warning system is mainly through analyzing and monitoring environment of competition and competitors, to gain and sustain competitive advantage, and establish competitive strategy.In this paper, the research on anti-dumping is under the background of the financial crisis. As a new point of view, it is different to the past based on the global trade, which is much more thorough and concrete. Moreover, the intelligence methodology, as new method of anti-dumping research, is used to build the anti-dumping warning system. A competitive intelligence-based anti-dumping warning system has been built with three modules which include competitive environment, competitors, competitive strategy of the theory, to make up the deficiency of the original.To the thinking of"from general to special first,then to general", this paper in-depth analyzes the status, characteristic, causes and countermeasures and other issues about China anti-dumping. It not only discusses anti-dumping theory in the new situation, but demonstrates that anti-dumping gradually evolved into a special protective measures and national strategy activities. Meanwhile, to combine economics, law, information science with other disciplines, this paper research on anti-dumping issue that enriches the research method in international trade. In practice, the paper summarizes the characteristic and reason of China anti-dumping. An early warning mechanism has been established based on competitive intelligence theory, what provides a reference response of anti-dumping.
