According to the current development status of agricultural information service, referring to the foreign experience on the agricultural information service system and considering the national conditions in China, this thesis tentatively makes an analysis of multi-center theory, the agriculture information demand service theory, agricultural information resource, information transmission system, information receptor and agricultural information service socialization operating mechanism, and further puts forward some effective countermeasures for building a modern agriculture information service socialization system.Judging from the current situation, China's agricultural information service infrastructure, organization system and service platforms have done some basic works. For example, radio and television have covered all the basic regions, agricultural sites has also been set to county level, and even townships and villages have their basic agricultural information dissemination media, such as radio, horn, service station and so on. However, farmers can not access adequate agriculture information through the channel of words network, so it is with certain difficulties to transfer agriculture network information resources to farmers. At present, the main body of information resource is still government, which is mainly because of the long agriculture information investment cycle and implicit direct return. Therefore, it is necessary to make a division of function for different groups. For example, government should make rational coordination among the main bodies, avoid overlapping exploration of information resources and create a good environment for development; Enterprises construct agricultural information infrastructure; the talent troops of agricultural information from universities should be brought to the forefront, and databases about them be built, etc. Meanwhile, social forces should also be excavated for agricultural information service, so as to socialize the agriculture information service, and make the commonweal of agricultural information service coexist with its commercialization. The agricultural information receptors are not only farmers, but also include enterprises, business agencies, government and so on. For the simplicity and feasibility, this thesis makes an analysis by taking peasants as agricultural information receptor. But now, because of the relatively weak ideologies of farmers, their demand for agricultural information is more one-fold. Therefore, this study suggests that framers should be advised to accept the relative information through inducing the direct information receptors by interests and encouraging indirect information receptor by policy mechanism incentive. Based on the above analysis, it can be concluded that the construction of operation mechanisms of the agricultural information service socialization suggested mainly involves the agriculture information service input mechanism, transformation mechanism, output mechanism and feedback mechanism.
