Because there are defects in system design and operating procedures, which made the township government go into the power, economy, value, identity and many other difficulties, all of that resulting many unsatisfactory reality performance in township government. There are many political factors in rural political to reform and perfect on its institutional level, so choosing reasonable leader way, improving township leaders credibility and EQ, guiding the villagers ruling themselves, enhance the learning and renew our ideas to be the fundamental way to improve the township leadership.
