A Study On The Distribution Of Rural Income In The Period Of People’s Commune

The 19th National Congress of the Communist Party of China put forward the strategy of rural revitalization."The development of the collective economy is an important guarantee for the revitalization of the rural areas and the realization of common prosperity,"Mr.Xi said.As an important form of collective economic development,the experience and lessons of the people’s commune in the process of production and distribution are worthy of our reference and reflection during the development of today’s collective economy.Allocation is an important link in the whole national economic operation,and a middle part of production and consumption.Production determines distribution,and distribution in turn affects production,the form of ownership of means of production and the level of productivity.Therefore,the study of rural income distribution in the period of people’s communes is of great significance to the development of collective economy.Taking the October brigade(十月大队)as an example,this paper studies the income distribution relationship,distribution process and the influence of cadres and farmers on the distribution of rural people’s communes.Based on the macro-level distribution system,this paper combs the income distribution relationship of Wangcheng-rural October brigade(十月大队)in Xishui County from 1958 to 1981 according to the three levels of referrals,collective retention and member distribution.Starting with the distribution system of the country at that time,the author intends to study the distribution system with village characteristics adopted by the October brigade(十月大队),and the concrete situation of the implementation of the October brigade(十月大队)when the income distribution is carried out.The full text is divided into three parts:The first part mainly introduces the development and change of October brigade(十月大队),including the development of productive forces,the change of grain output and so on.The October brigade(十月大队)has been working on the improvement of the agricultural production technology,and actively uses the mechanical production to increase the grain output while trying to transform the land and increase the cultivated area.Therefore,the living standards of its members are generally higher than the national average.Secondly,it roughly combs the changes of the income distribution system of the October brigade(十月大队)from the mutual aid group to the junior and senior societies.Under the guidance of the national policy,the distribution system of the October brigade(十月大队)was formulated in combination with the characteristics of the village and the level of productive forces of the brigade in October,and developed step by step with the cooperation.The second part is the core part of this paper.This part divides the people’s communes into the people’s public social period(1958-1961)and the"All three-level,team-based"period(1962-1981),using a large number of distribution data to carefully examine the income distribution relationship of October brigade(十月大队)among country,collectives,and members during the two periods.The October brigade(十月大队)has a high level of productivity,and after completing the national requisition and purchase task,it can still carry on a relatively high proportion of collective retention.Therefore,the collective economy of the October brigade(十月大队)is booming,and the quality of life of its members is also higher than the national average.The third part introduces in detail the specific process of income distribution of October brigade(十月大队)and the behavior choice of members and cadres by using a large number of literature and archives.Prior to distribution throughout the year,a distribution plan needs to be drawn up,including the number of full distribution,food output estimates and assigned amounts.In October,there are two pre-points and one year-end distribution,but in addition,when members are in urgent need of food,they also borrow food from the brigade.Many of the behaviors of production captains and members affect the results of distribution.Finally,it is the conclusion of this paper.First,the grass-roots human resources affect the implementation of the distribution system;second,the people’s commune income distribution relationship is becoming more and more reasonable;third,adhering to a reasonable income distribution system is an important guarantee for the development of the collective economy.
