Tudor Dynasty (1485-1603) is the critical period of British social transition from traditional society to modern society. At this stage, the traditional factors in society disappear gradually, and the modern elements increase. However, the royal dynasty's traditional revenue which had been declining since the 13th century suddenly increases in the early establishment of that dynasty. Then even though this kind of revenue changes, generally speaking, comparing with previous generation, it increases considerably. It is a abnormal historical phenomenon that deserves study and analysis. On the basis of the former researches, this paper firstly defines the concept of normal income to define it's contents and introduces the circumstance of this kind of income before the foundation of Tudor Dynasty briefly. Secondly, on the basis of the interpretation of the historical materials, this paper induces and summarizes the measures of increasing the normal revenue and describes the changes of the normal revenue of crown land and the feudal revenue objectively; it also sums up the characteristics of changed track .Furthermore, the article gives an objective evaluation to Tudor's normal income and the measures of increasing it. This paper holds the idea that although the income increased, considering the factor of price rising in the late dynasty and the significant declination of the purchasing power, so it should not overestimate the contribution of it to the royal finances. Due to the habits and parliamentary constraints, the space of improving normal royal revenue is limited to a certain range, which indicates that money-making capacity of Tudor royal government was severely restricted; although the financial needs could be solved by saling the crown land temporary, it undermines the foundation of normal revenue, which losses more than gains.Historical facts show that despite the certain achievement of Tudor monarch's efforts to increase normal revenue, as the changes of the economic structures, it is impossible to restore the financial system of traditional society.
