| After China entered the 21st century, local governments began to develop infrastructure construction. As then strong domestic demand in public projects, and the continued growth in investment demand, local governments rely on public funds for the construction of the project have been somewhat inadequate. So the local governments take attention to the financing way of PPP, and do more practice on the project. May 2010, the State Council issued a piece of file to guide private investment into the basic industries, infrastructure, municipal utilities, and other fields. Thus, we can find that PPP financing has reached a stage of rapid development, so that necessarily requires the establishment of government policies to protect and promote its healthy development.First, the article defines the basic concepts theory of research, defines the scope of PPP projects, and clearly defines the government's role in PPP projects; defines the government policies and policy mechanisms, analysis the relationship of government policies and financing way; Carries out on public choice theory in detail and analyzes the applicability of using the theory to the government policy.Second, the article analyzed the status of government policy of PPP project; based on the analysis of the development and local government policy of PPP project, concludes that although our government has begun to be seriously on the PPP project, there hasn't have any government policy. For example, there is lack of a sound legal framework, and the government management isn't suit for the project.Then, the article describes the basis of the production of a national government policy, and takes some examples of Australia and Philippines to introduce the policy mechanism of PPP project. The police mechanism includes laws and regulations, management system, etc.Finally, the article establishes the police mechanism of PPP project, including the sound legal framework and the government management system. |
