The Research Of Goverment Behavior About Undertaking Industry Base On The Public Choice Theory

Undertaking the eastern industrial transfer not only provided a strong impetus for the rapid development of regional economy in the middle and west area, but also brought many challenges. In recent years, China’s economic development has entered a "new normal" which is slowdown the development speed and accelerate the pace of structural adjustment It emerge large number of development opportunities, but also brings new problems.Under the "new normal" background, how does the local government in the middle and western area seize the opportunity and meet the challenge, how to act in the eastern industrial transfer is the main problem facing Western local governments and academic research objects in the next few years. On the practice of economic development, the efficiency of undertaking industrial transfer is not high.The reason is, in addition to the defect of market mechanism itself, the intervention toward the undertaking industry transfer by the government is not in place, in other words, it failed to play a ideal role in this process.If the government want to change the situation, it need to have a clear grasp of the role and behavior of itself and know the boundaries of government and market.This paper selects H city of the Guangxi Zhuang Autonomous Region municipal government as the research object, in view of public choice theory, using the method of survey analysis and literature research, to analyze the behavior in the process of undertaking eastern industry transfer of H city government. Firstly, this paper defines the concepts of " industrial transfer"and "industrial undertaking", "government behavior" and divide government behavior of undertaking industrial transfer in three kinds:supply of local government behavior decision-making behavior of local government, local government regulation behavior, followed by the qualitative and quantitative analysis of the overview about the H city industry undertaking, and then summed up the undertaking industrial transfer achievements of H city in recent years, also pointed out the problems exists in the economy development of H city, such as:small, low level of industrialization, the industrial concentration degree is low, the supporting ability is not strong, lack of infrastructure and inadequate facilities and high-tech enterprises and large enterprises and so on. then the H city municipal government behavior of undertaking industrial transfer were analyzed in the method of public choice theory, summarize the problems of H city government in the industrial undertaking process., such as supply behavior in the presence of misconduct, the government decision-making is not scientific, the behavior of government regulation is not in place and so on, and then give the Optimization measures base on the public choice theory.At last we get a Conclusion:the local government play a important role in the process of industrial undertaking; government’s behavior is an important factor which affect the efficiency of the industrial undertaking, therefore, improve the efficiency of government behavior on the industrial undertaking is very crucial; improving the local government’s behavior need to start from two aspects:the improvement of government efficiency and reform the public political system.
