The Research Of Price Hearing Of Our Public Utilities

In the late of 1970s, many countries began to re-adjust the boundaries of the state and society, government and the market, and began to focus the country's competitiveness, the Government's legitimacy and public sector responsiveness to the public. "Less government more governance " became common feature of the global government reform. In this wave of global governance, the rise of the hearing system was undoubtedly an important reform of the concept of striking. Therefore, the introduction of pricing hearing system on the vital interests of public utilities, become a necessary part of the process of national public utility pricing decisions.Public utility pricing in the traditional "approval system" during the time of China's planned economy, was unable to adapt to the historical trend of democratization. The "PRC Price Law" adopted in 1997, clearly stipulates that the price should be the decision-making hearing when the Government determ the public utility pricing. Since then, a variety of prices hearing held, covering many other areas. Price hearing not only established a system by government departments, industry operators and the general public (consumers) to participate in tripartite argument, but it also played an important role in the democratization process of China political reform .However, China's administrative hearing system as a mechanism of public decision-making is still in early stages of development. The public utilities of the price hearing system in practice, exposed a variety of issues, and led to the embarrassment of public utility price hearing credibility crisis. This paper used the theory of public administration, mainly from the perspective of government departments and the public, the value of existence of the hearing system of the utility prices, and improves the measures. In addition to the first chapter, the main content divided into four parts: the second chapter mainly defined the relevant concepts of the hearing, and analyzed the characteristics of the informal hearing . The third chapter attempted to discuss the realization of the value and the environment of the hearing prices of utility. Chapter Four exampled important practical cases, and described the price hearing system in some countries abroad. Chapter V discussed the problems that described in our country, at last ,the author concluded the perfect vision of prices hearing system of China's utility.
