A Study On The Government Public Price Hearing System

The system of government public price hearing is a system designed to achieve citizens'right to be heard, and a system by which the Price Governing Ministry gathering suggestions from citizens, specialists and the parties concerned before making a price policy. As the first public hearing system of the field of administration in China, the system of government public price hearing is rather important because it can achieve democratic and scientific policy-making, etc. So both the government and the scholars have been attaching great importance to the development of government public price hearing system.There are 3 Sections in the thesis, the contents of which are the Introduction, the Text and the Conclusion. In the Introduction, there are the engendering of government public price hearing system in China, the reason why I have wrote the thesis, and the studying-methods of the thesis. In the conclusion, there're 10 important conclusions.There're 5 Chapters in the Text, the contents of which include:Chapter 1 is the General Principles of Government Public Hearing. The main content is the fundamental theory of public hearing, including what government-policy-making means, the reason and process of the appearance of government public price hearing system, the significance and features of it, etc.Chapter 2 is the Government Public Price Hearing and Its Function. First, there're the conception and features of the government public price hearing of China. Second, there're the engendering of the government public price hearing system in China, and its character. Third, there's the function of public price hearing system. The conclusion is: the system has different functions in different processes.Chapter 3 is the General Principles and Applying Scope of the Government Public Price Hearing. There're 2 Parts in the chapter. The first part includes general principles of the public price hearing, such as the principle of justice, overt, objective, efficiency, and so on. The second part includes the applying scope of the public price hearing of the central government and of 6 local areas in China, and then 3 suggestions.Chapter 4 is the Subjects of the Government Public Price Hearing. 4 Parts are divided in this chapter. Part 1 to Part 3 includes what the subject of public price hearing means, the organizer and the ones joining in the government public price hearing. In the last Part, there're the problems in the subjective of public price hearing in China, and the keys to them.Chapter 5 is the Process of Progressing of the Government Public Price Hearing. 5 Parts are divided in the chapter. First, there's the process of progressing of public price hearing. The process includes 3 parts, the preparing part, the holding part and accomplishing part. Unique procedures and principles exist in every part. Second, in the last Part, I put forward 3 suggestions to the process of public price hearing, such as simulating public hearing.In a word, the ways to improve public price hearing include: Insuring democratic and scientific price-policy-making, explaining what public price hearing means, and designing a rational system.
