The Research On Constructing The Service Industry System Of The Modern Agricultural Development In China

The service industry system of modern agricultural development refers to the development of modern agriculture. It is composed of the various agricultural service industries such as technology, information, logistics, finance, insurance industries and related industries, which support for agricultural production. It is based on technology, talent and system security elements of the system and it is also an organic whole which is characterized with science and technology support, market orientation, system operation. Its goal is to meet the needs of the development of modern agriculture, realize coordinated development in antenatal, produce medium, postpartum and improve agricultural production efficiency. Constructing the service industry system of the modern agricultural development, which is the inevitable requirement of developing modern agriculture, is of great significance in solving the "SAN nong" questions and promoting agricultural development. The realistic conditions like the unceasing enhancement of agricultural marketization level and the government's strengthening attention on agriculture have provided the possibility to construct the service industry system of modern agricultural development. This paper summarizes the connotation and features of the service industry system of modern agriculture. Based on the introduction of the successful experience of the development of modern agriculture in developed countries and in combination with the objective reality in developing the service industry of modern agriculture, the paper summarizes the main existing problems currently in developing agricultural service industry, such as technology lag, infomationization level is low, personnel scarcity of agricultural service and development lag of agricultural service industries market. Through further analysis of the reasons causing problems, the paper proposes policies from regulations, financial expenditure, technology, talent and the market. It is supposed to strengthen formulating the support and benefit policies and regulations, enlarge the proportion of agricultural financial expenditure, reinforce technology development and application, training personnel for the agricultural service industry actively, and fully exert the roles of market supply body of agricultural service industry, which are main approaches to construct the service industry system of modern agricultural development.
