The modern mode of production, as Lean Production and Agile Manufacturing, requires enterprises to be able to respond to market demands quickly, however, it needs powerful logistics guarantee and support to respond to the requirement changing constantly of users. Spares are the indemnificatory material for normal maintenance and overhaul and emergency treatment of equipments, and the important factors for the equipment -s in favorable condition. In the course of using equipments by enterprises, in order to guarantee normal running of equipments, they need make a decision for the purchase and reserve of spares. Many enterprises have following experiences: there are many spares for reserving, some seldom use, even disuse, but once to maintain, there is a lack of needful spares and it must customize at present, then the suppliers require charging premium that makes maintenance cost increases drastically. How to guarantee the JIT supply of spares by the least fund becomes the topic which is growing concern by enterprises.In this research subject, talking the Equipment Management System based on Hefei Branch of Maanshan Iron & Steel Company Ltd as research object and management theory of ERP as foundation and applying advanced computer technology, an Equipment Management System of Spares is designed and developed. In this system, it is realized all the process from determining the four Standards of equipment to establishing spot inspection plan, then to spot inspection record,maintenance scheduling and last to requirement planning of spare parts. The major content of this dissertation are as follows:1. According to the analysis of spare parts'management model in view of discrete enterprise and flow type enterprise, we can know the flow type enterprise require the equipment stability higher.2. According to requirement analysis, the demands of basic information and main function of this system is analyzed, and then the system function structure is designed. 3. According to the function structure, the business process of each module in this system is further described in detail. Moreover, the business process analysis is made by drawing Transaction Flow Diagram.4. In view of the SVM algorithm, using the prediction method of spare parts demanded by SVR based on influence factors, design the model of predicting the demand of spare Parts, and also verify the feasibility.5. After making system analysis, the database structure of this system is designed. The relationships of entities in this system are described by E-R diagram. Moreover, the Data Dictionary is designed.6. Using Visual Studio 2008 as foreground development tool and SQL server 2008 database as the background database, the each module of this system is designed.The Equipment Management System based on Hefei Branch of Maanshan Iron & Steel Company Ltd is developed in this dissertation not only realize the process management from point inspection equipments to requirement planning of spare parts and make maintenance scheduling and requirement planning implement steady, but also make the level of information management improved and inventory reduced of spare parts by designing requirement planning model, that can lay a solid foundation for developing ERP in Hefei Branch of Maanshan Iron & Steel Company Ltd.
