After that, localities put forward the decision of constructing innovation city(IC).So why we opt Ningbo(NB) and Shenzhen (SZ)to do the research firstly because it can be a case sustain for the research of constructing mode(CM) of IC, also it provides the related experience and revelation for the process of constructing innovation of NB.Based on the perspective of theory knowledge of IC at home and abroad, the paper adopts qualitative analysis (QA) and quantitative comparison (QC), concentrating on the intercommunity and difference of CMIC between NB and SZ. On the foundation of that, it also puts forward the communal CMIC between NB and SZ, as well as the revelation and experience of SZ to NB. Firstly,according to the summary of the literature, we've reached a evaluating indicator system which is the combination of CMIC between NB and SZ, then we sift the index on the base of Delphi method, Then from three aspects of the innovation foundation, innovation investment and innovation performance, compared Ningbo and Shenzhen respectively. What's more, we also get the competence account of CMIC between NB and SZ by adopting the combination of hierarchical analyzing method and index comprehensive evaluating method, obtained SZ's overall score is obviously better than NB.And then used bilateral correlation of SPSS software to verify the evaluating indicator system, and the results is quite reasonable. Secondly, based on QC, we summarize the revelation from constructing innovation city of SZ to NB.It is following the the path of technological innovation of industry priority, value enhancement and Market-oriented, the upgrade path to innovation of gathered the scientific and technological achievements at home and abroad, introduced of R & D institutions, dynamic mechanism to promote technological innovation of improve the government's service system, optimization of innovation policy, innovation and technology of investment and financing system, fostered a culture of innovation actively. Lastly, according to the result of QA and QC, summarized that, while in the innovation-oriented city has many common features of NB and SZ, however, in economic and technological development, there are differences. NB should accelerate industrial upgrading, and focused on industry-level upgrade; narrowed the gap between scientific and technological innovation in Shenzhen; accelerate the cooperation of scientific and technological, Accelerate the concentration of scientific and technological achievements.
