The Comprehensive Evaluation Of Circular Economy's Development Situation Of Shenzhen-Dongguan-Huizhou City Group

Since china adopted the reform and opening-up policy, economic and social development has acquired achievement greatly, while it results in a mass of resource consumption and serious environmental pollution. In views of more and more heavily on pressure of resource and environment currently, the General Secretary of Hu presented clearly the outline of construction of ecological civilization and development strongly of the circulation economy on the 17th National congress of our Party in 2007. Shenzhen-Dongguan-Huizhou city group, where is the development of the first area of reform in china, the key development area of the Delta of Pearl River, needs to accelerate the pattern of economic growth ways, while it should be built as resource saving and environment friendly society first.The structure of this paper contains six parts. The first chapter is introduction, which includes the paper background, significance, research status of circulation economy at home and abroad, the purpose, contents, methods and innovation of this study. The second chapter, whose main idea is the review of concept and theory of circulation economy, is the theoretical basis in this paper, including theory of circulation economy, connotation, basic principles, main characteristics and so on. The third chapter is the development of circulation economy at home and abroad, mainly the comparative and analysis of the current situation of circulation economy on foreign and domestic. Chapter four is focal point of this paper on establishment of the evaluation index system and analysis, building Shenzhen-Dongguan-Huizhou city group evaluation index system of the development of circulation economy based on research and analysis previously, while this paper launches a comprehensive evaluation combined with development of circulation economy of Shenzhen- Dongguan-Huizhou city group in recent 5 years. Chapter five is development strategies and policy recommendations with the current strategy tentative idea and policy recommendations about development of circulation economy for Shenzhen-Dongguan-Huizhou city group. Chapter six is conclution and outlook.To scientificallyevaluate the benefits of Shenzhen-Dongguan-Huizhou city group city group of circular economy development, This paper takes"3R"principle as a guide and constructs a set of rational design, strong operational evaluation index system of circular economy. Meanwhile, in the extensive literature survey and data collection, based on the established evaluation index system of circular economy, this paper use principal component analysis method and give the comprehensive evaluation of the Shenzhen-Dongguan-Huizhou city group city group of circular economy development in the past 5 years. Evaluation result showed that: Shenzhen-Dongguan-Huizhou city group city group is now belonging to Chinese high level of recycling economy development area. Development of circular economy in recent years has been improving. Finally, for the shortcomings of Shenzhen- Dongguan-Huizhou city group City Group of circular economy, this paper puts forward countermeasures and suggestions.The main feature of this paper is: First, this paper takes Shenzhen-Dongguan- Huizhou city group city group as a whole city to do the research; Second, it combines city group's practical situation and data acquired to construct a more scientific evaluation index system of circular economy; Third, the paper uses principal component analysis to do the comprehensive evaluation of circular economy's development situation of Shenzhen-Dongguan-Huizhou City Group.
