An Approach To Regulatory Framework Of VOIP In China

Since 21st century, the development of network information technology is constantly speeding up the process of information and globalization, and changing people's way of life. As the latest significant progress of network convergence, VOIP offers a broad prospect for services innovation of IP-based network. However, the realization of this vision must be built on the premise of an appropriate regulatory framework, and precisely it is a policy dilemma which the academic community and the national regulatory agencies are facing. Therefore, this research will have a certain theoretical and practical value.Firstly, based on the analysis of technical and economic characteristics and services type of the VOIP, and combined with network convergence and the evolution path of NGN, then clear regulatory object of VOIP which conforms to the changes of network information technology. And specifically VOIP is unnatural monopolies through analysis of the VOIP industry. So basing on the analysis of regulatory theory and contestable market theory, VOIP regulation should be taken by the purpose of deregulation to promote competition.Secondly, analyzed VOIP regulatory frameworks of the United States, Japan, Canada and the European Union by using comparative analysis method, then clear main factors which impact of regulatory policy formulation and implementation effect in order to build VOIP general regulatory framework.Finally, analyzed current regulatory situation of China, impact factors of regulatory framework and affect to stakeholder under different policies by using field research method, then combined the first two parts of the research results to build the VOIP regulatory framework which is compatible with national conditions of China.There are two relative in-depth studies in this dissertation as below:First, the dissertation gives full consideration to the technical standards of VOIP as well as the trend of the development of network convergence and NGN, and builds a general regulatory framework for VOIP which meets the objective law of development of information technology and promotes the interests of whole society. View from literatures abroad and in, as it involves cutting-edge technology of network information, for scholars doing policy researches mainly from the perspective of management and social science, it is too complex, and has not yet seen the fruits mature.Second, build a regulatory framework for VOIP which is compatible with national conditions of China and adapt to the development direction of information technology. View from domestic literatures, the current researches in this area mainly learn experiences from developed countries, not formed a complete set of regulatory framework yet. By analyzing China's regulatory system and the impact factors of regulatory policy formulation, the dissertation puts forward a suitable, relatively comprehensive regulatory framework for VOIP.
