Evaluation Of China's Regional Economic Development Performance And Analysis On Factors Influencing It

Since reform and opening-up, our country has made great economic progress and achieved the "Chinese Miracle",which attracts the whole world's attention. With the rapid economic growth, the living standards of people has been rapidly improved. However, many problems have been exposed besides the achievement, such as imbalance in development of regional economy, great consumption of resources, the destruction of the ecological environment and so on. Therefore, the outlook on development of "Only GDP growth" is queried by the academic community and the common people. To explain and solve these problems, we must re-examine the economic development courses of our country, we should not only consider from the respects of economic aggregate and growth speed, but also comprehensively analyze the elements of inputs and outputs in the economic development process, the quality of economic growth, social development, ecological environment situation and so on.Based on the above, the article begins with the analysis of input and output,after the introduction of the concept of economic development performance, it builds up our country's regional economic target system of input and output, account the performance of China's regional economic development value between 1995-2007 using the method of data envelopment analysis. Then analyze the evolution law of the development performance from the data in the past, and probe into the factors which may affect it, so as to get access to a better understanding of China's regional economic development.This study shows that only 10% of provinces in China were DEA effective in the regional economic development performance in 2007, and about 60% were low effective. From the trends of evolution, the regional economic development performance in our country is,in general, declining gradually, among which the the economic development performance of the major agricultural provinces and the eastern coastal provinces (Guangdong, Shandong Province) fluctuates dramatically, Beijing, Tianjin and Shanghai's economic development stay stably at the high level, while for Hainan, Qinghai and Ningxia, the high efficiency from the long-term view is not stable and low level . Regression analysis results show that the labor input, capital investment, technological advancement and regional factors has a significant impact on the performance of China's regional economic development. The main reason for the decline of the regional development performance is capital investment, technological advancement and regional factors are possitively correlated with China's regional economic development, and the effect of technological advancement on the economic development of our country remains to be improved. According to the analysis, this paper proposes some ideas like strengthening the ability of independent innovation for policy consideration.
