With the competition becoming more intense , the living space of many corporations were severely compressed and profit margins severely diminished. To deal with this, major industries companies are cutting in spending of cost in order to suppress the amount of project contract. Therefore , how to increase the competitiveness of the tender project,at a low contract amount,how to profit to projects,and how to expand the living space of the project team become the primary face of the current project management issues. To effectively and quickly reflect on the changes of internal and external environment, to improve the competitive advantage and survival capability of a project team,strengthening project cost management would be an inevitable choice to a group with expectation of excellent project management.This thesis analyzes the methods of iPM---Integrated Project Management of R Company and builds a model of MES project cost management, based on a case study of a new plant MES project of an Automotive Industry Group Co., Ltd. First step is to introduce iPM methodology practices and templates and creat a complete, detailed and rational WBS of MES project in automobile asscembly plant, and then second one is to research this MES project's cost management progress and results based on this studied case, to break down its cost structure and build its cost baseline, by using combined methods of Target Costing and Earned Value Analysis. Finally, a conclusion is brought out---under given conditions, a perfect project management should be series activities with results such as project's actual cost curve is as closely as possible to cost baseline. It means not only great overspend but also huge saving are not good to project.This dissertation includes following innovations: building a complete, particular and rational cost management model from MES project in auotmobile assembly plant, putting forward SPCT&CB method which is combined earned-value method with target cost method, improving project management practice of R Company from Project Cost Management point of view.The sought excellent project cost management in this thesis, it is aimed at being close to the mature and existing and referencable cost-baseline, and it is a kind of project cost management with such result as the curve of project actual cost being close to the curve of budget cost. It should strictly follow budget cost target.
