In China, twon enterprises began to grow when planned economy had not been completely converted. During more than 20 years,town enterprises are developing rapidly. They have become a significant part of China's market economy. And they have an irreplaceable status and play an indispensable role in China's rural economy and domestic economy. Therefore, foreign experts regard town enterprises, "combined production and contracted management system", special ecomomic areas and "one country, two systems" as "four outstanding achievements of China's reformation and opening".Town enterprises have gained a great opportunity of development because of the special historic background. After the "combined production and contracted management system" has been enacted in China's rural areas, quantities of spare labor forces have been released; moreover, the "obtaining employment by working system" has been implemented in China's cities under the condition of planned economy, which causes these spare labor forces to depend themselves to find a job, and results in a new force— town enterprises—suddenly rising. Besides, China's economy has been in the state of shortage for a long time, which provides town enterprises with a huge space of development. Town enterprises have unrestricted organizations, flexible management system; they make full use of the low-cost rural labor forces to develop labor-concentrated industries; they adapt to market economy and have quite strong vitality. All these advantages make them not only survive in the competition of city industries but also dvevlop. Relying on this, town enterprises achieved a historic breakthrough.However, with the gradually deepened reformation and opening of China, and with the change of China's economic situation, the energy discharged by town enterprises gradually reduces, the advantages they have had have been lost. So tow enterprises fall in the difficulties of development. The town enterprises of Chongqing are facing the unprecedented challenges.
