Along with the development of the network economy, virtual organization (VO), one kind of new enterprise form of organization, becomes the main trend of model increasingly.VO owes many advantages, such as agile and moving ,which make people concern on this leading issue. But the research and application on domestic irrigation works are fewer. The fault and limitation of trade mode on irrigation works become more and more obvious while the reform and opening going on, and the trade mode doesn't adapt to the needs of development.
