According to the Northeast power industry forecasts, the peak load will be 46942 MW and 61208 MW respectively in 2010 year and 2015 year, and the need generation capacity will be 59648 MW and 75764 MW. From 2006 year to 2015 year, the new added total installed generation capacity will be about 32540 MW, during the eleventh-five plan period will be about 16464 MW, during the twelfth-five plan period will be about 16076 MW.Up to now, the total capacity of alternative plant is close to 150000 MW, the capacity of large thermal plant exceed 90 percent. Thus, by 2015, the alternative plants will be able to meet the generation need of northeast power network.These alternative plants are mainly in the coal base site. First, the east of Heilongjiang province, such as Hegang, Shuangyashan, Qitaihe, Jixi, Baoqing, etc; Second, the east of Inner Mongolia, such as Yimin, Zhalainuoer, Baorixile, Huolinhe, Baiyinhua, etc;Third, part of the port and load centres.The electric power industry is the foundation industry of national economy, and is capital-intensive and technology-intensive industry. To meet the demand of national economic and social development on electricity during the twelfth-five plan period, Northeast power grid needs to add new large power capacity, more needs to invest a lot of money, estimate investment is about 100 billion. Clearly, power-building investment demand is very large. The capital need of plant construction is very large. The number of alternative plants is large and the distribution is very wide. For the aim of optimized resource, on the technically feasible basis, it's necessary and important to make the study of northeast power grid least cost generation expansion plan.To the construction project of power plant, due to the same benefit of each alternative generation expansion plan , the scheme of least cost generation expansion plan is the optimization, viz according to the load demand forecasts in a period, to meet the certain level of reliability, to seek a least cost generation expansion scheme. Cost of the scheme is small, mean that it is with low costs to generate electricity, to achieve reasonable use of resources, optimize the allocation of resources, reduce construction costs and improve the economic benefits of the investment power project, not only to bring the benefits for power grid operating enterprises, and eventually reach the end-users of electricity price low, so that businesses, community and residents benefit. On the basis of analysis on the north-east economy, energy, resources and the power industry, use the investment decision and the optimization theory, the purpose of this paper is to focus on research optimization programme of the project of the power in the coal base, try hard to propose the minimum cost power expansion plan.
