From 2003, two third provinces occurred the lack of electric power and even limited the electric by means of braking throughout the country. It is very outstanding with the contradiction of electric supply and requirement. The electric requirement of Guizhou province has turned to limit electricity in the peak time so that solving the contradictions between supply and demand, instead of the primary situation that supply is much more than demand and trying to tap load. Thus, during the electric power structural reform and market construction, the development of the electric market study and market construction become more important. The emphasis of electric management and sale will be to strengthen the electric demand side management and to lead the electric consume scientifically.The research direction of this paper is the applied study of economic development for that how to better execute the "electric demand side management" surrounding the development, practice, experience and application , to implement the demonstration project base on constantly studying the overseas advanced experience and to integrate the practical situation of domestic electric market, to summarize experience, to develop practical application from studying of theory and popularizing of concept. Base on Guizhou province, analyzing what are the existing problems of electric demand side management and how to improve the electric demand side management effectively. Not only resolving the existing circumstance of the electric lack but also realizing the sustainable development of electric power and common profit of whole society.
