Government Measures Regulation Research In Public Finance Theory

Public finance is a special kind of finance which is different from"investment finance".It aims for the public social need﹑supplying the public product﹑supporting the macroeconomic need and promoting the social treasure to be distributed equally. It`s precondition is the market economy, the process knew and developed is the process the function of government to be knew and developed.The dissertation is about the public finance theory. From the public finance theory angle ,we discussed the government measures problems which are very important on the modern society. On the base of all the situation , we promoted some specific measures and advice. We hope that it can be helpful when we try to manage it and make it to be standardization in the future.And then, it is very necessary to research the government decision from the public finance theory. First of all, from the resource collocating angle, if it is competitive management field, it should be adjusted by the market economy. The main function of public finance should be focused on supplying the un-competitive field including the public product and public service. Second, on the condition of market economy, resource should be used effectively .Third, the function of finance should be limited in certain area of market failure. Public finance should adapt to the reform of government function on the condition of market economy. Transferring its eyes from micro-economy to the macro area﹑public safety﹑government management and public project.Therefore, to set up the basic frame of public finance and regulate the government measure, we have to start the project at six area including public expenditure system﹑government finance thoughtway﹑public income system﹑adjusting the state economy structure﹑equal competitive condition and finance supervision system.
