Study On Establishment Of Water Resource Distribution And Social Security System

Water resource management is a system engineering which is a hugeness scope and a complex system. We represent a new water resource distribution and social security system, which is a compound of water resource distribution system, water price system, agriculture allowance system and country medical treatment insurance system.The target of Chinese water resources management is to reform the water resource management system; establish an authorized, high-efficient, harmonious and unified system of water resource management. On the base of"Water Law", set up a perfect legal system in order to protect water environment and water ecosystem that the mankind and living beings depend on for existence. Regard water resource, water and environment bearing capacity as the condition of retraining, develop the water resource rationally, and improve the use efficiency of water; play the role of the government supervises and market regulation, set up water price allowance system and country medical treatment insurance system, strengthen plans and economize water management, set up water-saving society; through the optimization distribution of the water resource, satisfy the demand of water for socio-economic development, and support the sustainable development of the economic society with sustained utilization of water resource.In detail, water resource distribution and social security system includes two parts, one is water price allowance system another is country medical treatment insurance system. Water price allowance system acts on water resource distribute system, and country medical treatment insurance system acts on social security system. They all acts on distribute system. In the condition of water price allowance system, we hope to provide capital helping and system guarantee.There are double attributes in water resource.
