Since 2005, quota system of textile has canceled. The textile industry is confronted with the intensely challenge. Now S Group is facing the challenge ahead, how to deal with should be the top priority of S Groups. With the implement of comprehensive budget management, the Group can achieve the goal of allocating resources, carrying out strategy effectively, improving the level of management continuously and increasing the value steadily. Now, S Group has already realized the significance of comprehensive budget management. But there are still many limitations during the implement of the comprehensive budget management. How to make full use of the advanced tool, and seeking budget management pattern suitable to the situation of the Group have been stared in the face.In this background, the author brings forward the new design idea of the comprehensive budget management system by combining material and especial instance of S group and being dead against the actuality of the implement of comprehensive budget management. The implement of the system make sense of S Group on optimizing the resources improving the strength adjusting the structure of the industry and avoiding the homogeneous manufacture. Through the project of the system, S Group makes good effects, the income mounted up and the expense cut down. But in the process of the comprehensive budget manage, we also found some flaws, for example: great workload of analyzing the budget management, fussy of the accountant's count etc. All these questions still need ameliorated and explored continually during the implement of the comprehensive budget.
