The government should change the work methods, create an environment for fair competition, encourage enterprises to carry on a full competition in the frame the government creates through the variety of policies. The government adjusts the economy by means of leading but not interfering to avoid the negative influence to the reform. At the same time, the government should try its best to enter the fields that the private enterprise would not like to invest, working hard to service for the development of the enterprise, carrying out harmonious development of the whole society.It is the most important to adjust the relation between the government and state-owned enterprise now, it can make the state-owned enterprise living, and also make the government efficiently getting out of the untimely benefit and standardizing the management way.
