In 1990,C·K·Prahalad and Gary·Hamel introduced the Core Competence into strategy management. The concept at once was paid more attention to by both the theoretical and entrepreneurial circles. But recent research is concentrated more on large corporations and groups than on small and medium enterprises. The small and medium-sized enterprises in Shandong province, which have become one of the main strengths of economics development, because ignoring their Core Competence Cultivation, are not better than other developed countries or Jiangzhe areas in development quality, and there seems little promise of success.On the basis of the Core Competence Theory and enterprises practices, this paper studies in detail the structure, identification and evaluation, forming mechanism ,and the cultivation ways of Core Competence of Shandong province small and medium-sized enterprises in the respect of Intangible Assets.This paper is divided six chapters. The first chapter introduces the study of Core Competence Theory till resent days. The second chapter analyzes the structure of Core Competence of enterprises. Through analyzing the relation between Core Competence and Intangible Assets, the author divides the Core Competence of small and medium-sized enterprises into four classes. The core of Core Competence is the core idea of enterprise. The external elements are enterprise culture and rule, enterprise ability of business and management, enterprise ability of integrating resources and core technology and marketing in turn, while Human Assets penetrate into the whole system of Core Competence structure. The third chapter analyzes the forming mechanism of Core Competence from the environment factors outside of enterprise and internal factors of enterprise. The forth chapter analyses identification of Core Competence from the factors outside of enterprise and internal factors of enterprise based on Intangible Assets, and establishes evaluation element system.
